Every green weapon comes with perfect upgrades.

All of the modifiers are perfect as well, with the notable exception of some of the conditional +energy mods on wands. Those come as +3 energy (while enchanted or health above 50%) instead of +5.

Everything else is max, at least for the modifiers listed. Very few, if any, of the items are truly optimal configurations, but if you're just looking for a decent PvE weapon they're all pretty decent.

Yes, i think they made a mistake, but now its in. Switching to mesmer just to use this can make sense

I think the 20% on all is great, but probably going to be changed. That is because no item is 20% unless it is for one type of attribute.

Also, you can get 2 green drops at a time from 1 boss. 1 teammate of mine got Gorrel's Cane, and I got his Staff in the same drop.

Just tested the item on Reversal of Fortune, and in 100 casts, the recast quickened 19 times, so this probably isn't a description error--it seems that the item actually does affect all skills' recast in this manner.

Heh i feel like a newb do these drop of ALL bosses or only certains one?

each boss has (i believe) 3 or more items specifically theirs. And i would say the chances of getting a green for someone in your party is roughly 60-70%
